If you are going to use paper miniatures, you'll probably need some stands.

These printables look very cool. I learned some time ago that one can take binder clips like these below to make pretty good and cheap improvised stands for...any number of things. Just use the clip to "clip" the item or paper mini. Then press inward on the silver-colored handle parts and...presto, you can squeeze them right out of there, leaving you a near little stand clasping a mini (or a notecard or whatever).

Reminds me of the Carboard Heroes that Steve Jackson Games used to sell.

Reminds me of the Carboard Heroes that Steve Jackson Games used to sell. I really liked the Cardboard Heroes. They had excellent bases (I mostly use them for Battletech though).

Possibility for cheapie paper figures that will make your table unique:
Draw your own minis, cut them out, and mount then on oaktag or something. Then attach binder-clip stands.
You can make copies if you want a ton that look the same, and you can color them by hand or get a kid to color them to give them a real fun homemade look.
If one looks really bad and you can't tell what it is: congratulations, you just invented a new monster.
